The Opportunity:As a Juvenile Rehabilitation Forecast Analyst (MA5), your primary responsibility is to maintain the Juvenile Rehabilitation Services portfolio. The individual forecasts included in this portfolio are Echo Glen Children's Center (Snoqualmie), Green Hill School (Chehalis), and eight (8) Community Facilities located throughout several regions.
The ideal applicant enjoys diving into data and will have an opportunity to leverage that passion to make a positive impact on the lives of youth in juvenile rehabilitation. There will also be ample opportunities to demonstrate problem-solving skills and creativity when finding ways to answer questions regarding the fiscal impact of new policies.Some of what you will do:- Maintain the JR per-cap forecast portfolio. This portfolio will account for over $175M of DCYF’s operating budget for the 2023-2025 biennium.
- Design forecast models to predict expenditure volume and trends in JR programs.
- Aggregate data into tables, charts, and statistical measures of outcomes.
- Present research and findings along with recommendations to internal staff, other agencies, and external organizations.
- Facilitate the JR Technical Work Group meetings as a representative of DCYF.
- Collaborate with a wide range of stakeholders regarding the fiscal impacts of policy and macroeconomic trends.
- Work alongside other DCYF staff to design new data collection systems, create business rules on data integrity, and perform quality assurance tasks.
Required qualifications:- A Bachelor's degree in finance, statistics, mathematics, economics, or a related field, AND five (5) years in financial/budget forecasting, advanced mathematical/statistical analysis, macroeconomic, microeconomic, or labor market analysis.
- Demonstrated proficiency in SQL, experience with working with large and complex data sets (e.g. millions of rows of observations); familiarity with relational database framework, and relational databases management systems such as Microsoft SQL Server.
- Demonstrated advanced knowledge of Microsoft Excel.
- Demonstrated proficiency using at least one of the following statistical tools: R, Python, SAS, Stata, MathLab or other similar language/tool to conduct statistical analysis.
- Experience with advanced statistical modeling utilizing multivariate linear regression, or time series models such as autoregressive integrated moving average models, exponential smoothing with dampening, etc.
Note: The incumbent must successfully complete formal training courses as required by law, policy, and regional requirements within one (1) year of their appointment.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:- Demonstrated familiarity with the AFRS (Agency Financial Reporting System) Data, and reporting platforms such as web-intelligence and Enterprise Reporting.
- Experience with Washington State Financial in public budgeting and/or Accounting.
- Demonstrated ability to translate policy and budgetary needs into queries using SQL.
- Experience with advanced statistical modeling utilizing multivariate linear regression, or time series models such as autoregressive integrated moving average models, exponential smoothing with dampening, etc.
